HRDF Board Approves Support Violation Regulations

The Board of Directors of the Human Resources Development Fund has approved the regulations for violations related to the fund's support, during a recent meeting. 

The regulations aim to protect public funds and prevent abuse of support by establishing an organizational framework for such violations, clarifying the procedures for proving them and the resulting penalties, as well as the procedures for recovering the disbursed support amounts and specifying the methods for appealing these decisions. 

The regulations include procedures for monitoring the implementation of support programs through field visits to establishments, providing bank documents that prove the transfer of support to the beneficiary's bank account or via the Madad platform, examining documents related to support agreements and beneficiaries, direct communication with and meetings with beneficiaries, and verifying the accuracy of data provided to the fund regarding the support. 

The regulations outline procedures for detecting and proving violations, allowing the fund to impose penalties, including suspending the establishment's or beneficiary's account in the fund's system, preventing the utilization of services, recovering the support amount involved in the violation or all disbursed support amounts, canceling the support request, and terminating the support agreement. The regulations also permit reconsideration of service suspension if the violator returns the support amounts and complies with all corrective measures. Additionally, the regulations allow for appeals against violation decisions within sixty days from the date of notification. 

In this context, the fund has reaffirmed its commitment to ensuring adherence to the regulations and conditions for benefiting from support programs and products, aiming to achieve the desired benefits in empowering the national workforce with job opportunities and encouraging establishments to continue their performance and business development.
