It is one of the programs of the Ministry of Human Resources and Social Development designed for the employment of job seekers who have not previously entered the labor market or have been unemployed in the private sector. The ministry aims through this program to support private sector establishments with a qualified national workforce, provide incentives for establishments and employees, and empower national talents to enter the job market, gain experience, grow professionally, and acquire skills through training. It also aims to support job stability and sustainability in achieving the goals of the establishment and employees, in accordance with the program's requirements, provisions, and policies, while considering the possibility of updating them based on labor market dynamics and the ministry's directions regarding Saudization plans.

For Saudi employees to be eligible for the program, the following conditions must be met:

  • The employment contract must be either indefinite or fixed-term, with a duration of no less than 12 months.
  • The targeted job position for job seekers must be within the program's specified sectors.
  • The employee's monthly salary, subject to social insurance contributions, must range between 5,000 - 15,000 Saudi Riyals.
  • Employees hired under operation and maintenance contracts for government projects are not eligible for the Saudization program.
  • The employee must have an active account on the E-Services of HRDF/Jedarat platform.


Additional Provisions and Requirements:

  1. Employers must apply for incentives within 90 days of their due date, and failing to do so releases the program from any responsibilities or obligations.
  2. A specific timeline for the recruitment process should be established in collaboration with the program to serve the objectives of these provisions, providing the program with necessary details regarding the requirements.
  3. Facilitate the work of the program team and collaborate with them in preparing plans, obtaining the necessary reports, maintaining effective communication, and achieving the objectives of this agreement.
  4. Prepare all regulatory employment-related requirements (such as contracts, etc.) to enhance the efficiency and effectiveness of the work.
  5. Develop a training plan as needed for each selected candidate to facilitate their integration, perform their job responsibilities, and further their professional and career development.
  6. The establishment will undergo regular reviews to measure the quality of recruitment and training processes throughout the program.
  7. The Ministry reserves the right to suspend an establishment's access to program incentives in case of non-compliance with the terms and conditions of the program.
  8. Establishments are prohibited from providing false information to the program to gain access to its services, incentives, or benefits. In case of proven deception, the establishment shall bear full legal responsibility.
  9. Data and information exchanged between the program and the establishment, whether verbal or written, shall only be used for their designated purposes.
  10. Arabic is the official language for communication and correspondence.
  11. The registered contact information for the establishment in the electronic systems of the Ministry of Human Resources and Social Development, as well as the addresses provided in writing to program representatives, shall be considered official addresses for formal notifications, including sending and receiving.
  12. The Ministry reserves the right to make changes to the program, including eligibility conditions and incentives, as necessary for the benefit of the labor market and program developments.

Training Support Incentive:

  • Beneficiary: Eligible establishments for the Localization Program support (employers).
  • Objective: To enhance the competencies of job seekers to prepare them for their new jobs and responsibilities.
  • Incentive Mechanism: Identifying the appropriate training needs for each job seeker. The employer provides the training program within the organization or through professional training services. The Localization Program covers the training costs up to a specified limit.

The duration of the Tawteen program will be 24 months for individual workers and 36 months for establishments.

The approved entities for providing training must be accredited by the relevant authority in the country (Technical and Vocational Training Corporation for service providers in Saudi Arabia).

Providing a financial reward for individuals committed to continuity

After 13 months have passed, the employee will be rewarded with an amount representing the monthly wage subject to social insurance contributions (basic wage + housing allowance)

The Saudization program targets individuals in the age range from 18 to 60 years old.

  1. Communicating with the establishment and explaining the program components, including the incentives and benefits provided by the program and the conditions for participation.
  2. Providing support in finding suitable candidates for the establishment's vacant positions, preparing resumes, and presenting qualified candidates for the establishment to select and conduct interviews.
  3. Offering support to the establishment throughout the program period, including submitting requests, follow-ups, and addressing needs related to the program.
  4. Receiving and addressing inquiries and issues the establishment might face regarding the program.
  5. Ensuring the establishment receives all its entitlements from the program's incentives (wage support, training incentives, sustainability incentives, etc.).
