It is an initiative by the Human Resources Development Fund aimed at finding solutions to reduce transportation costs for female employees in the private sector and males with disabilities. This initiative seeks to facilitate their employment and increase their stability in the labor market by providing transportation to and from their workplace. The initiative is implemented in partnership with licensed smart application-based ride-hailing companies.

  1. Go to the Human Resources Development Fund website: https://www.hrdf.org.sa/Hadaf and click on Eservices of HRDF at the top of the page, then select "Login as Individuals."
  2. You will be redirected to the National Single Sign-On platform to complete the registration on the Jadarah platform. After filling in the required information, choose "HRDF Programs and Services" on the right side of the page.
  3. Once redirected to the HRDF website, select EServices of HRDF at the top of the page, then choose "Login as Individuals."
  4. After determining the location of your home and workplace on the map, click on "Register for the Program."

  5. If you are eligible, a message will appear at the top of the screen stating "You have successfully registered," and you will receive an instructional message at the email address and mobile number registered in Jadarah.

Each individual meeting the following enrollment conditions can benefit from the program:

  1. Saudi nationality.
  2. Age between 18 and 65 years.
  3. Registered in social insurance.
  4. Monthly salary (basic salary plus housing allowance) does not exceed 8,000 Saudi Riyals.
  5. Total social insurance contributions do not exceed 36 months in the past five years.
  6. Males with disabilities registered in social welfare.

The maximum duration that participants can benefit from the support is two years (24 months), calculated from the date of the first trip.

The Human Resources Development Fund "HRDF" provides financial support through the program in collaboration with ride-hailing applications, covering 80% of the transportation cost for each trip between home and work, and vice versa.

  1. Working women in the private sector.
  2. Individuals with disabilities (males and females) working in the private sector.

  1. Waiting time should not exceed 60 minutes.
  2. The number of daily trips should not exceed 4 trips per day.
  3. The work and home locations entered by the beneficiary must be accurate and precise.
  4. Commitment to using the support for commuting only between home and work or vice versa.
  5. The support should be used by the beneficiary only, and its use by others is not permitted.
  6. Not sharing the beneficiary's personal data in the program with others.
  7. The number of location changes in the HADAF portal should not exceed 4 times per month.
  8. The applicant with disabilities in the private sector must be registered with the Ministry of Human Resources and Social Development/General Authority for the Care of Persons with Disabilities.
  9. Using a voucher in service providers' applications implies acceptance of the terms and conditions of the voucher in the service providers' applications and agreement to share trip information conducted using this voucher with the Human Resources Development Fund - HADAF.


*In case of violation, a warning will be issued to the beneficiary, and repeated violations may result in permanent exclusion from the program.

You are allowed to change the location of the workplace and home in the electronic services of the Human Resources Development Fund up to 4 times a month.

The beneficiary must click on the "e-services" icon at the top of the main page of the Human Resources Development Fund website to log in. The new work location can be updated through the following steps:

Click on our programs, then select "Wusool" and choose "Beneficiary Data".

Click on "(Click here to change the location)".

Use the "Use My Current Location" button if you are at home or work. Follow the steps below to accurately select the location:

Enlarge the map when necessary for ease of use.
Move the map to reach the desired location. Press on the map's accurate home/work location so the red marker appears on the selected location.
Click on "Save" and ensure a message appears confirming the location change was successful. It will be updated in the service provider's system within 24 hours.

The beneficiary can change their workplace and home location up to 4 times per month. The specified workplace and home locations in the Hadaf portal must match the service provider applications for the support to be applied to the trip.

Yes, official holidays are counted within the 24-month duration of the program.

The support cannot be stopped, as once support is initiated, it will continue for a continuous period of 24 months. It will automatically stop if the eligibility status of the participant changes to "Not Eligible."

Yes, the beneficiary can reapply for the program and continue the remaining support period, as long as they meet the program's eligibility criteria and have not completed the full 24-month support period.

Yes, the participant can return and benefit from the remaining months of support as long as they meet the program's eligibility criteria and have not completed the full 24-month support period.

Example:

If the participant benefited from the support for 11 months, then stopped working due to leave for 4 months, and then returned to work, there would be 9 months left to benefit from the "Wusool" service.

Please follow the steps below in sequence to ensure the accuracy of the procedure:

  1. Use the "Use my current location" button if you are currently at your home/work location. This can also be used to easily switch to your city of residence.
  2. Zoom in on the map as needed for ease of use.
  3. Move the map to reach the desired location.
  4. Click on the correct home/work location on the map to display the red marker on the chosen location.
  5. Agree to the terms at the bottom of the page and then click on "Register" in the program.


Note: If you click on "Register" in the program without accurately selecting the location on the map, random coordinates will be selected, and you will not be able to benefit from the support.

Referring to the program eligibility conditions, the total duration of the beneficiary's social insurance subscriptions within the past five years must not exceed three years.

The Human Resources Development Fund (Hadaf) commits to covering 80% of the cost of each trip for the beneficiary from home to work and vice versa, until the full support amount is exhausted. The beneficiary is responsible for paying 20% of the cost of each supported trip.

The "Wusool" service will be automatically activated within the "Uber and Careem" applications within 24 hours. You will receive an instructional message to the same email and mobile number registered in Jadarat, without the need to send an activation link.

The support cannot be paused, but if the participant's eligibility status changes for any reason and they have not completed the full 24-month support period, they can reapply for support and continue the remaining support period by registering again through the Hadaf portal.

Example:

If support is utilized for 6 months, then paused for 2 months, and subsequently resumed, 18 months of support will remain.

Yes, if a beneficiary becomes ineligible for the program for any reason before completing the 24-month support period, and then becomes eligible again, they can reapply for support and complete the remaining support period by registering in the program through the eservices of the Human Resources Development Fund.

The support period for the "Wusool" program is 24 months for each beneficiary, calculated from the date of the first trip taken using the "Wusool" service provided by the ride-hailing service providers.

Support is provided for:

Working women in the private sector as well as individuals with disabilities (males and females) working in the private sector.

  • Support is provided with an 80% discount on the cost of each trip, up to a maximum of 1,100 riyals per month for beneficiaries with a salary less than or equal to 6,000 riyals monthly, and 800 riyals maximum per month for beneficiaries with a salary of 6,001-8,000 riyals monthly.
  • The beneficiary's course is renewed at the beginning of each Gregorian month.
  • The program's support period (24 months) is calculated from the date of the first trip.
