"Freelancing financial Support"


The program of freelancing financial aid for workers in delivery activities is among the initiatives of the Ministry of Human Resources and Social Development seeking to enhance Saudization (nationalization ( by adopting different working methods and patterns to provide employment opportunities for Saudi men and women and to address occupational exposure in some economic activities. Such promising activities include freelancing for workers in orders’ delivery as one of the most attractive and supportive methods of this tendency.

  1. Registration in one of the certified applications of the Transport General Authority.
  2. Issue the freelance document – orders’ delivery.
  3. Go to the HRDF website.
  4. Apply to the freelance program – orders’ delivery.
  • The applicant for financial aid must be a Saudi national
  • The applicant for financial aid must have issued the (freelance) document with a valid job title (orders delivery representative) from the freelance portal freelance.sa or as decided by the Fund or the relevant entities.
  • The age of applicant shall be between (18) and (60) years old.
  • The applicant for financial aid shall not be a current employee in the government or the private sector.
  • The applicant for financial aid shall not be a retired employee
  • The applicant for financial aid shall not be a regular student nor have a private business (commercial register)
  • The applicant for financial aid shall not be a current beneficiary of one of the programs provided by the Human Resources Development Fund for employment support

The status of the IBAN is pending means that it is under verification procedures, and it goes through several steps, and the verification period is a maximum of 3 days

Trips are calculated from the 20th of the previous month to the 19th of the current month
For example: Calculating flights for the month of (July) from 20/6/2022 to 19/7/2022

The program was officially launched on June 15, 2022 AD, for a period of 24 months from the official launch date.

The customer can benefit from the program if he is registered with more than one of the applications approved by the Public Transport Authority, according to the link below:

The remaining period shall be completed first.

Yes, there is a fixed value for the trip, which is 15 riyals per request, as follows:

  • With a minimum of (30) delivery requests until the beneficiary receives a support amount of (450) riyals per month.
  • With a minimum of (200) delivery requests until the beneficiary receives a support amount of (SAR 3,000) per month.

It is calculated as 24 months for the two programs together. 

The customer must withdraw from the Ride-Hailing Program and register in the Delivery Driver Support Program.

The document is renewed through the freelance.sa platform when it expires.

The authorized authority is the Ministry of Human Resources and Social Development through the Freelance.sa platform, where a request can be submitted to issue a freelance document.

Yes, obtaining support requires registration by the applicant for support in electronic services of the HRDF as a job seeker and submitting a request for the support.

The concerned authority is the Human Resources Development Fund “Hadaf”.

Yes, employees on duty, whether in the private or government sectors, regular students, retired students, or those who have a business cannot apply for the support program.

  • The applicant for support in this program should not be a current beneficiary of one of the support programs provided by the Human Resources Development Fund to support employment.

The duration of this program is (24) months, starting from the official launch date.

It is a program provided by the fund according to certain controls, through which it provides financial support that is disbursed to the freelance worker in the Delivery Driver Service through smartphone applications, and the time period for this program and support in it is (24) months starting from the date of launching the program.

Support Mechanism

A monthly support amount will be granted to the worker in this activity (delivery of orders) with a minimum of (450) Saudi Riyals per month, and a maximum of (200) orders and a support amount of (3,000) Saudi Riyals per month.

Eligibility criteria for support:

  • The applicant for support must be of Saudi nationality.
  • The applicant for support must provide a document (freelance work) with the job title (delivery agent) valid through the freelance.sa portal, or as determined by the fund and related authorities.
  • The applicant must be between (18) years old and (60) years old.
  • The applicant for support should not be the head of work in the public or private sector.
  • The applicant for support should not be a retired employee.
  • The applicant for support should not be a regular student or have a private business (commercial registration).
  • The applicant for support in this program should not currently benefit from any support programs provided by the Human Resources Development Fund to support employment.
