Service Level Agreement
  • Access the Human Resources Development Fund website.

  1. The establishment must have an account on the Human Resources Development Fund website.
  2. The number of trainees for the Graduates Development Program in the establishment should not exceed 10% of the total number of Saudi employees, and for non-Saudi employees in private sector establishments, government institutions, a maximum of 100 trainees for the same period.
  3. The establishment's Nitaqat category should be green or above for private sector establishments and non-profit organizations.
  4. The establishment must meet the criteria for accepting training opportunities as determined by the fund.
  5. The establishment's activities must align with the sectors, industries, and professions targeted by the fund.
  6. The establishment must not be included in the "blacklisted" entities by the fund.

All activities are supported in the Graduate Development Product except for those that do not meet the program's objectives. For example, but not limited to: traditional cafes, furniture upholstery, debt collection, worker housing, grocery stores, supply shops, workshops, stores, laundries, and childcare services) and similar activities.

Utilizing professions or training titles that differ from the establishment's activity is allowed, provided it does not exceed 30% of the total published and active opportunities for medium-sized and larger establishments. For establishments smaller than medium-sized, only titles related to the establishment's activity are accepted.

Support is provided to medium-sized and larger establishments only in specialized activities such as wholesale and retail sales and agencies, maintenance, operation and contracting, education, labor recruitment and employment mediation, passenger/cargo/parcel transport) and similar activities.

Yes, you can edit the information you entered while building your profile. Information retrieved from the National Information Center can be edited through the access platform.

  1. The following procedures must be followed before submitting an exclusion request in the automated system:
  2. Officially notify the trainee of the observation or violation. The notification should include the observation or violation, trainee's data, date of notification (signed and stamped by the establishment), and give the trainee a chance for 3 written notifications, provided they are not in close proximity.
  3. If the trainee does not respond, the establishment officially directs the trainee to withdraw from the training opportunity.
  4. If the trainee does not withdraw, the establishment submits an exclusion request in the system and attaches all notifications along with the necessary supporting documents proving the reason for exclusion.
  5. The request will be studied and processed, and the fund reserves the right to accept or reject it. If rejected, the reason for rejection will be explained to the establishment. The establishment cannot prevent the trainee from attending the establishment until the exclusion request is approved in the system.


The exclusion should be for one of the following reasons:

  • Misconduct.
  • Committing serious violations.
  • Damaging the establishment's property.
  • Forgery of documents and disclosure of confidential information.
  • Trainee obtaining a job or registration in social insurance systems.
  • Failure to comply with attendance and departure during working hours at the establishment.
  • Trainee's refusal to perform assigned training tasks.

It starts by setting the training start date in the system by the establishment, ensuring that the commencement date does not exceed 30 days from the end date of the advertisement.

Within 5 days of accepting the trainee for the training offer.

If a trainee is prepared outside the designated preparation times, retroactive payment will be made if the trainee's attendance is 90% or higher. Additionally, the establishment will be suspended if it repeatedly fails to prepare trainees during the specified period for two financial quarters.

The secondary authorized representative can be added through the establishment's profile on the Human Resources Development Fund website using the "Add Users (Secondary User)" feature. Afterward, access to the establishment's profile on the Human Resources Development Fund website can be granted through the page designated for the secondary authorized representative's access.

  1. Raise a ticket through the Human Resources Development Fund website by the establishment.
  2. Attach an official letter stamped in the ticket indicating the establishment's desire to change the authorized representative, including the following details:
  3. Establishment information (name of the establishment - establishment number - previous authorized representative's ID).
  4. Previous authorized representative's information (name of the previous authorized representative - previous authorized representative's mobile number - previous authorized representative's email - previous authorized representative's ID number).
  5. New authorized representative's information (name of the new authorized representative - new authorized representative's mobile number - new authorized representative's email - new authorized representative's ID number).

Changing the authorized representative of private sector establishments is done through the Ministry of Human Resources and Social Development's system. After updating the representative's information in the system, the data is reflected directly on the Human Resources Development Fund website. Once the representative's information is updated, access to the establishment's file on the Human Resources Development Fund website is available through the new representative's login page.

If the institution repeats the submission of a previously rejected advertisement, its access to the program will be suspended until the reason is resolved.

In case of a change in the entity or ownership of the institution, a new account is created for the new institution. Then, a ticket is raised in the system, indicating the institution's desire to transfer the trainees' data to the new account.

No, the institution does not have the right to absent the trainee on official holidays.

The institution must adhere to the job title, training location, and the name of the training institution specified in the training offer sent to the trainee. Therefore, the trainee cannot move internally within the same institution during the training period.

Under no circumstances is the institution allowed to request any financial amounts from trainees for training, as this would be considered a violation of the regulations and provisions of the Graduate Development Program.

There are no specific specializations.

Someone who has previously held a job can benefit from the Graduate Development Program as long as their experience in the public or private sector does not exceed one calendar year.

The establishment can hire the trainee during or after the training period. However, if the trainee is hired during the training period, they will be excluded from the program.

Entering attendance in the automated system is the responsibility of the trainer and the establishment. It cannot be modified by the fund. If it is entered incorrectly in the system by the trainer or the establishment's authorized representative, the establishment bears the responsibility for not entering the attendance correctly in the automated system.

Yes, when creating the training announcement, the institution can specify the training period to be either in the morning, evening, or both, provided that it does not violate the labor laws.

The trainer or the institution's representative determines the days of absence in the system and confirms the absence during the specified preparation period. Leaving the attendance record without specifying the days of absence will result in the institution being suspended.

The preparation is conducted by the facility in the system on the dates (13th to 17th) of each Gregorian month. The system sends a notification as a reminder to confirm attendance for the trainee during the preparation period mentioned above.

The trainer or the facility's authorized representative is responsible for determining the start date for the trainee within a period not exceeding 5 days from the trainee's acceptance of the training offer. The Fund bears no responsibility or financial consequences if the facility fails to specify the start date for the trainees in the automated system.

It should be noted that the establishment will be obligated to fulfill this commitment.
