Private Employment Support Product


The Product aims to support job seekers in the private sector through the Fund paying a proportion of the employee's wages. The Product includes support for all jobs in the private sectors for full-time period.

  1. Registration is through the electronic services of the Human Resources Development Fund.
  2. Sign in with the Establishment account at the Ministry of Human Resources.
  3. Select the Employment Support Product and agree to the terms.
  4. Add the Establishment's IBAN.

  2. The applicant's age must be between 18 and 60 according to the Gregorian calendar.

  5. The applicant must not have exceeded the allowed support period, which is 24 months in the product.
  6. The applicant must be registered under the same designated establishment in the social insurance system.
  7. The applicant must not be registered in any other establishment in the social insurance system during the product support period.
  8. The applicant must be registered in the Unified National Recruitment Platform (Jadarat).
  9. The minimum wage must not be less than 4000 Saudi Riyals, and the maximum wage must not exceed 15,000 Saudi Riyals.
  10. The support amount is calculated based on the salary registered in the social insurance system.
  11. The applicant must have been registered in the social insurance for no less than 90 days, starting from the date of registration. The establishment can submit a support request on the e-services of HRDF starting from day 91 until day 180 from the date of the applicant's registration in the social insurance.

  12.  A new support request cannot be raised for an employee who was in the same establishment until 6 months have passed from the date of exclusion from the social insurance system.
  13. Support for previous employment support product is completed for those who have not completed 24 months and have not exceeded support three times. Active beneficiaries of training support Product linked to employment are not supported. Those who have benefited from product such as Job Search Allowance, Qurra, Wasl, Professional Certificates, Kidney Dialysis Days Salary Support, and Online Training can receive support in the product.

It is not possible to consider any claims related to past invoices if more than 30 days have passed. The entity must promptly raise any claims regarding invoice issuance or payment within 30 days of the due date.

The titles and statuses that indicate a beneficiary has an active commercial record according to the Ministry of Commerce records and are excluded from support are:

Current beneficiaries of the Localization Program cannot receive support through the Employment Support Product. The total benefit period for both the Localization Program and the Employment Support Product is 24 months.

The abbreviations (SPS - ETS - NSP) in the inquiry system refer to the following:

ETS: All programs are suspended except for the Strategic Partnership Institutes Support Program.


SPS: All programs are suspended except for the Kidney Dialysis Salary Support Program.


NSP: The Employment Support Program for Skills Enhancement, and all data has been transferred to the current Employment Support Program.

The invoice issuance date for the Employment Support Product is from the 21st to the 23rd of each month, and the amounts are deposited into the establishments' accounts on the 1st of each Gregorian month.

If the status of the support request is closed, it means that the support request has been approved and cannot be modified.

The salary of the supported employee cannot be modified in the support request after it has been approved. 

This process allows the organization to register employee and job data provided that their information is already available at the organization without the need for job posting steps for rapid placement. The organization must ensure that all product requirements are met by the employees. Employees who do not meet the product requirements will be automatically excluded at the end of the registration steps. Those who are accepted will have their eligibility verified at the end of the month, and invoices will be issued thereafter.

The automated system reads the salary data from the date of its registration in the General Organization for Social Insurance while linking it to the support request.

The registration must be correct according to the branches in the regions. Note that the Fund conducts inspection visits to the facilities to verify those registered in the support.

The Employment Support initiative does not conflict with government support programs, and Saudi employees will receive support for 24 months. However, if the organization receives employment support from the state, dual support for the same organization is not provided simultaneously.

The Employment Support Program is completely separate from the Employment Support Program to upgrade skills. Accordingly, text messages and e-mails were sent to the facilities to approve the terms of the Employment Support Program mechanism to amend the agreements for the facilities and employees who were supported in the program and the facility cannot dismiss the employee and re-employ him in the new Employment Support Program.

The female employee benefiting from the Empowerment Programs (Qurrah and Wasool) can benefit from the support product.

An employee cannot be supported by more than one program at the same time, except for the following programs:

  • Dialysis days support program.
  • Qurra program.
  • Wasool program.
  • Professional Certificates program.

Those who have been fully supported previously by any of the Fund's support programs cannot receive further assistance. However, individuals who have previously benefited from employment support programs can complete the remaining duration after completing a period of ineligibility. This is in accordance with the program's guidelines.

The current support shall not be affected by any support decisions issued by other entities, and the Fund can suspend the current support for the period of issuance of any other support so that the facilities can benefit from the maximum amount of support, then the Fund will resume supporting the same employee until the support period is completed for 24 months.

The fund provides support starting with a fixed rate of support for the employee’s salary, who is employed according to the specified controls, amounting to (30%) of the wage for the first and second years, and the facility deserves additional support according to the campaigns launched by the Fund directed at economic sectors or job titles, such as the following cases:

So that the total support amount does not exceed (3000) Riyals for the first and second years or 50% of the monthly wage, whichever is less, and the entire support is disbursed to the facility.

There is no interruption period between the two jobs to receive support.

Establishments are required to register for the electronic services of the Human Resources Development Fund (for establishments) that have an account with the Ministry of Human Resources and Social Development. The program aims to support job seekers in the private sector by subsidizing a portion of the employee's salary. The program covers all full-time jobs in the private sector and includes additional support for employment in areas and cities with fewer job opportunities, focusing on hiring women, persons with disabilities, and small, medium, micro, and very small enterprises, in accordance with campaigns launched by the Fund targeting economic sectors or job titles.
