A mediator between hospitality centers and Saudi female workers in the private


It aims to create a communication bridge between hospitality centers to offer and market their services to Saudi female workers in the private sectors for registering their children. Additionally, it supports empowering working women to join and persist in the workforce.

  1. Access the Qurrah portal.

  2. Create an account on the Qurrah portal.
  3. Agree to the terms and conditions of the program.
  4. Ensure completion of all center details and attach the required documents (permits issued by Ministry of Human Resources and Social Development or Ministry of Education).

  5. Attach a copy of the bank letter in the center's name with the bank's official seal, and specify the SWIFT code for the center's bank. The center's name must be added in English to avoid rejected transfers.

  6. After completing the data, add the services provided by the center, specifying the type of service and age group.

  7. The Qurrah team will review the application, and a notification will be sent via email regarding the approval or rejection of the license or bank IBAN attached by the center.

  8. The center will be approved on the portal within 24 hours of application submission, considering official government holidays.

  9. After approval, the center's services will be available for booking, and eligible mothers can receive support, with the HADAF logo appearing on the center's image displayed on the portal. 

  • The center must be licensed by the Ministry of Human Resources and Social Development or by the Ministry of Education.
  • Agree to the terms and conditions.
  • The center must have a bank account under the same name as the center (personal account IBANs are not accepted).
  • Register on the Qurrah portal and add center information and services.

The reference numbers for the transfers are provided after the transfer process is completed across all centers.

She can benefit from the support if she meets the necessary conditions:

  • Has Saudi nationality.
  • Works in the private sector.
  • Is registered with social insurance.
  • Her salary registered with social insurance does not exceed 8,000 riyals.
  • There is no upper limit to the number of children.
  • The beneficiary's age must be between 18-65 years.
  • The beneficiary's children must be between 0-6 years old.

The user guide covers childcare hospitality centers and includes the following sections as outlined in the attachment: 

  • Overview of the Qurrah Program. 
  • Steps to register childcare hospitality centers. 
  • Steps to verify bank transfer details for completed reservations in the system

  • Qurrah’s team verifies the child’s eligibility after adding them for support and meeting the conditions and responds within 24 hours during working hours. 

  • After the center is approved for support, the center will be notified via email of its approval.
  • When a mother books a service at the center through the Qurrah portal, the center must accept the service within 72 hours of the request date to avoid automatic cancellation. After the request is accepted, the mother has an additional 24 hours to complete the electronic payment to avoid automatic cancellation.
  • The Qurrah team will transfer the full service amount (support amount + amount paid by the mother) to the center's account within two working days of the mother's payment.

The center must: 

  • Be licensed by the Ministry of Human Resources and Social Development or the Ministry of Education.

  • Have a bank account in the center's name (personal account IBANs are not accepted).

  • Register on the Qurrah portal and provide center and service details.

  • Agree to the terms and conditions. 

  • Creating an Account on Qurrah Portal.
  • Agree to the product terms and conditions. 
  • Ensure all center data is completed and required documents are attached (Ministry of Human Resources and Social Development license or Ministry of Education license). 
  • Attach a bank letter in the center's name with the official bank stamp and provide the bank's SWIFT code. The center's name must also be provided in English to avoid returned transfers. 
  • After completing the data, add the services offered by the center, specifying the type of service and age group.
  • Qurrah's team will review the request and notify via email if the license or bank IBAN attached by the center is accepted or rejected. 
  • The center will be approved on the portal within 24 hours of submitting the request, considering official government holidays.
  • After approval, the center’s services will be available for booking and receiving eligible mothers for support. The Hadaf logo will appear on the center's image displayed on the portal. 
  • You can manage bookings on the portal by accepting or rejecting requests or requesting additional information (requests must be accepted within 48 hours to avoid automatic cancellation by the Qurrah system).

Yes, the service amount includes value-added tax if the establishment is subject to tax according to the value-added tax system issued under Royal Decree (No. M/113) dated 11/2/1438 AH.

The Qurrah portal provides services for both individuals and business owners.

The full service amount (including the support amount) is transferred to the center's account within five working days of the mother paying the deducted amount. If the child does not attend and benefit from the service, the center must notify the Qura Program team to recover the amount.

  • The Qurrah team transfers the full amount of the service payment to the center between the 15th and 25th day of the following Gregorian month, considering any official government holidays. 

The center must be licensed by the Ministry of Human Resources and Social Development or the Ministry of Education.

  • The center must have a bank account in the same name as the center (IBAN in a personal account name is not accepted).
  • The center must register on the Qurrah portal and add the center's information and services.
  • The center must agree to the terms and conditions.

Support Mechanism

The Fund contributes to covering up to 50% of the cost of childcare, not exceeding 1600 SAR per child.
