A mediator between hospitality centers and Saudi female workers in the private


It aims to create a communication bridge between hospitality centers to offer and market their services to Saudi female workers in the private sectors for registering their children. Additionally, it supports empowering working women to join and persist in the workforce.

  1. Log in to the sign up page and add the centre information required in Qurrah portal. 
  2. Sign in the centre page and activate the account.
  3. Fill out the centre information.
  4. Wait for 24 hours until you are notified via e-mail of a response to the request.

The user manual includes childcare hospitality centers and contains the following points as indicated in the attachment:

  • Overview of the Qara Program.
  • Steps to register childcare hospitality centers.
  • Steps to verify bank transfer numbers for completed reservations in the system.
  • Centers directory.

  • The Qara team verifies the eligibility of the child after they are added for support and meet the requirements, responding within 24 hours during working hours.
  • In the event that the customer receives a bill requiring full payment for the service reservation and the specified support amount has not been deducted, despite confirming the eligibility of the customer in the Qara program through the electronic services of the Human Resources Development Fund, please contact the support team for assistance in resolving the issue.

  • After the center is approved for support, the center will be notified via email of its approval.
  • When a mother books a service at the center through the Qurrah portal, the center must accept the service within 72 hours of the request date to avoid automatic cancellation. After the request is accepted, the mother has an additional 24 hours to complete the electronic payment to avoid automatic cancellation.
  • The Qurrah team will transfer the full service amount (support amount + amount paid by the mother) to the center's account within two working days of the mother's payment.

  • The center must be licensed by the Ministry of Labor and Social Development, the Ministry of Education, or the Ministry of Sports.
  • The center must have a bank account in the same name as the center (IBANs in personal names are not accepted).
  • Register on the Qurrah portal, add information, services, and service prices.
  • Agree to the terms and conditions.

  • The center registers on the Qurrah portal, Qurrah.sa.
  • Ensure all center details are completed and required documents are attached (license from the Ministry of Labor and Social Development or license from the Ministry of Education). It is a requirement for the center to register an IBAN bank account under the center's name as personal accounts are not accepted.
  • After completing the details, add the services offered by the center, specify the type of service, the age group, and its price.
  • The Qurrah team verifies the completeness and accuracy of the information and documents.
  • The Qurrah team accepts or rejects the application based on the licensing or IBAN issues provided by the center.
  • Upon acceptance, the center and documents are approved on the portal within 24 hours of application submission.
  • After approval, the center's services are available for booking, and eligible mothers for support can book. The Hajjaj logo will appear on the center's image displayed on the portal.
  • You can manage bookings on the portal, accept or reject requests, or request additional information. (Requests must be accepted within 72 hours to avoid automatic cancellation).

Yes, the service amount includes value-added tax if the establishment is subject to tax according to the value-added tax system issued under Royal Decree (No. M/113) dated 11/2/1438 AH.

  • Booking services for childcare nurseries.

  • Support service for working women. "Qara" is an initiative by "HADAF".
    For Centers:
  • Displaying center services.

The system provides the option to preview the request before submission in certain transactions.

Yes, some of your personal data is retrieved from the National Information Center.

Yes, the user is informed about the actions taken on their request and guided on how to successfully complete the request.

Yes, the system sends messages and notifications confirming successful completion through various means.

Yes, you can access previous transactions, review job advertisement lists, and view your support tickets.

Yes, this is possible by clicking the 'Save as Draft' option, allowing you to return to the entered data later and complete the procedures.

If the establishment is subject to tax according to the VAT Law issued by Royal Decree (No. M / 113) on 2/11/1438 AH, then yes, the amount of the service is inclusive of VAT.

The full service amount (including the support amount) is transferred to the center's account within five working days of the mother paying the deducted amount. If the child does not attend and benefit from the service, the center must notify the Qura Program team to recover the amount.

No, the support amount is paid by transferring it directly to the centers' accounts within five working days of the beneficiary paying the deducted amount.

Support Mechanism

The Fund contributes to covering up to 50% of the cost of childcare, not exceeding 1600 SAR per child.
