HRDF Achieves 4-Star Institutional Excellence Recognition from EFQM

The Human Resources Development Fund (HRDF) has received international recognition for institutional excellence at the "4-Star" level from the European Foundation for Quality Management (EFQM), making it the first organization to achieve this level of recognition among the development funds and banks operating under the National Development Fund. It is also the second organization in the Kingdom to achieve the 4-Star level in the updated EFQM 2025 model. 

HRDF's General Director, Mr. Turki bin Abdullah Al-Juwaini, stated that this achievement underscores HRDF’s commitment to applying the best global practices and standards in quality and institutional excellence. It aims to enhance performance efficiency and achieve sustainable results that contribute to the fund's goals of building a sustainable national workforce in Saudi Arabia, in line with Vision 2030. 

Al-Juwaini added that this international recognition confirms the fund’s excellence in developing operational processes and building capacities by adopting policies and procedures with global standards that align with continuous improvement principles and quality systems. This contributes to executing tasks efficiently and effectively, achieving the fund's strategic goals, and establishing institutional excellence pillars while meeting the expectations and satisfaction of the fund's beneficiaries. 

The EFQM team praised the fund’s inspiring leadership, its commitment to achieving its strategic vision, fostering organizational culture, and its distinctive operational system. They also highlighted the fund's effective digital transformation strategy, which has improved work effectiveness and service and product delivery. Furthermore, the fund has adopted and implemented governance tools and controls to ensure the effectiveness and efficiency of administrative and financial operations, as well as compliance with regulations and decisions. 

The journey toward institutional excellence at the fund has undergone several phases of policy and procedure development and improvement, raising operational efficiency by implementing quality systems and following best practices and standards. This has contributed to achieving several international certifications, including ISO 9001, ISO 22301, ISO 45001, ISO 20000, ISO 27001, ISO 44001, ISO 30401, ISO 10015, ISO 10001, ISO 10002, ISO 10003, ISO 10004, ISO 21502. The fund has also won several local and international awards in various fields, such as customer experience, social responsibility, call centers, customer complaints management, and data management. 

The European Foundation for Quality Management (EFQM) is a non-profit organization established in 1989 and is considered the global reference for institutional excellence models. The EFQM 2025 Excellence Model evaluates organizations based on seven key criteria: purpose and strategic vision, organizational culture and leadership, stakeholder engagement, sustainable value creation, performance and transformation leadership, stakeholder perceptions, and strategic and operational performance. Implementing this model helps improve the work environment, increase employee productivity, identify improvement opportunities, and implement corrective actions to enhance strategic and operational performance.
