Privacy and Data Protection Policy

Clause 1: Introduction: 

Cabinet Decision No established the Human Resources Development Fund. (107) dated 29/04/1421 H to support efforts to qualify and employ a national workforce in the private and non-profit sectors. The Fund is structurally linked to the National Development Fund established by Royal Decree No. (A/13) dated 13 Muharram 1439 H (corresponding to 4 October 2017), enjoying legal personality, financial, and administrative independence, and is organizationally linked to the Prime Minister. 

In its commitment to user data and information, the Fund adheres to maintaining the confidentiality and privacy of this data and using it to achieve the desired level of service by the terms and conditions applicable in the Kingdom of Saudi Arabia. Using the Human Resources Development Fund website implies user consent to the user privacy policy. 

Clause 2: Data to be Collected and Purpose of Collection: 

Personal data collected to provide Fund services and products include: 

  • Name 

  • Date of Birth 

  • National ID Number 

  • Mobile Number 

  • Email 

  • Qualification 

Additional data may be requested depending on the service required. 

Clause 3: Methods of Data Collection: 

Personal data is collected through one or more of the following methods: 

  • Importing data from various integrated governmental/private entities with Human Resources Development Fund systems. 

  • Data provided directly by individuals. 

  • External parties by applicable regulations in Saudi Arabia. 

  • User behavior data obtained through user activity analysis and performance improvement programs. 

  • Indirect collection via cookies during website visits. 

Clause 4: Use of Personal Data: 

Personal data is used for purposes such as registration, providing Fund services and products, improving user experience, communication through approved channels, processing requests, and other services, service analysis, quality enhancement, and handling suggestions and complaints. 

Clause 5: Storage and Destruction of Personal Data: 

Personal data is securely stored within the geographical boundaries of Saudi Arabia, applying necessary controls to protect personal data. Data is kept as long as necessary for the purposes collected and to meet any regulatory or organizational requirements. 

Clause 6: Legal Basis for Collection and Processing of Personal Data: 

Personal data is collected and processed by issued instructions, regulations, and laws applicable in Saudi Arabia, such as the Personal Data Protection System issued by Royal Decree No. (M/19) dated 9/2/1443 H and its executive regulations. 

Clause 7: Rights of the Data Subject: 

Under the Personal Data Protection System and its executive regulations, data subjects have several rights depending on the purpose of collecting and processing personal data, including the right to knowledge, access, correction, destruction, and withdrawal of consent. 

Clause 8: Sharing/Exchange of Personal Data: 

All personal data collected is kept confidential and may only be disclosed or shared in accordance with applicable laws and regulations in Saudi Arabia or to achieve the purposes committed to by the Human Resources Development Fund. 

Clause 9: External Links: 

The website may contain links to other websites with separate privacy policies. The Fund is not responsible for any content on those websites or their use, and users are responsible for their actions when using such external links. 

Clause 10: Exercising Data Subject Rights: 

Data subjects can exercise their rights as outlined in Clause 7 by contacting the Data Protection Officer at the Human Resources Development Fund.

Clause 12: Privacy Policy Updates: 

The privacy policy was last updated on 23 January 2025. We reserve the right to amend the privacy policy from time to time, and you are advised to review these amendments, which will be available on the platform and effective upon publication.
