Open data

Open data is a specific set of public information - machine-readable - that is available to the public, free of charges and without restrictions, and can be used or shared by any individual, public or private entity. Open data is also subjected to a license that specifies the regulatory basis for using open data as well as the conditions, obligations and restrictions imposed on the user. The use of open data also indicates acceptance of the licensing conditions, and the Human Resources Development Fund works to enhance the principle of transparency in publishing its data, in order to enhance the research, scientific and academic fields, as well as contribute to strengthening its pioneering role at the level of the private and public sectors in publishing data that contributes to improving the inputs and outputs of future projects whether they are individual or governmental projects.

 


Open data fields

The Human Resources Development Fund provided open data to all visitors through an open library containing several types of data in multiple formats that facilitate their processing and reuse, in order to enhance transparency and encourage electronic participation. The Fund sought to share this data with the beneficiaries through its portal as well as the National Open Data Portal. Open data, provided by the Human Resources Development Fund, allows all beneficiaries to use this data in several areas as shown below:

  • Enhancing transparency and applying governance standards.
  • Achieving sustainable development goals.
  • Supporting innovation and community participation.
  • Entrepreneurship support.

 

Main principles of open data

  • The principle of data is availability: This principle ensures that the fund’s public data is available to everyone by disclosing it, enabling access to it, and using it, unless its nature requires not to disclose it or to protecting its privacy and confidentiality.
  • Open data format and machine readability: Data is made available and provided in a machine readable format (CSV, XLS, JSON, XML).
  • Data up-to-date: The latest version of the data set is published periodically according to the Fund’s periodic publication plan.
  • Comprehensiveness: Open datasets are comprehensive, include as much detail as possible, and reflect the recorded data in a manner that does not conflict with the Personal Data Protection Policy.
  • Without financial compensation: making open data available to everyone for free.
  • Non-discrimination: making data sets available to everyone without discrimination and without the need to register on the platform.
  • Open data licensing in the Kingdom: Open data is subjected to a license that specifies the regulatory basis for using open data as well as the conditions and obligations.
  • Developing a governance model and engaging everyone: Open data allows access and participation for all, enhances the transparency and accountability of public entities, and supports the decision-making process and service delivery.
  • Inclusive development and innovation: promoting the reuse of open data. Integration between various entities to prepare the next generation of innovators in the field of open data, and the involvement of individuals and institutions in general.
  • Open Data License Open data is that data that any individual can use freely and without technical, financial or legal restrictions, and also reuse and publish it, taking into account the requirements of the legal license under which this data was published through the National Open Data Portal, through the following link ( License open data )

Responsibility of Open Data Users

  • Using the Fund's open data constitutes an acknowledgment by the user to abide by the terms and conditions.
  • User must not misrepresent this data or its source.
  • User of the data is responsible for the reuse of the data and any errors related to the data that may result.
  • This data must not be used for political purposes, or to support illegal or criminal activity, or to make racist or discriminatory comments, or to incite or negatively influence culture, equality, or incitement, or any activity that is illegal or contrary to the customs and traditions of the Kingdom.
  • When using this data, it must be indicated that its source is (the Human Resources Development Fund portal or the National Open Data Platform), with a link to the electronic portal to preserve the intellectual property of the data, its credibility, and the validity of its source.
  • It is not acceptable to use the data in a way that suggests that the user is an official entity, or that a special license has been given to the user to publish this data.
  • The Human Resources Development Fund is pleased to receive any results of studies or researches using this data and share them with the Fund by sending them to the email OpenData@hrdf.org.sa

 

Responsibility of the Human Resources Development Fund

  • The Human Resources Development Fund does not bear any responsibility towards the users of this data and any damages that may occur to them.
  • The Human Resources Development Fund is not responsible for any error, deficiency, or excess in open data, for the results of the analyzes and decisions based on it, and for all that results from its use in any way.
  • The Human Resources Development Fund has the right to amend the terms and conditions of the open data use policy without prior notice, and reviewing updates is the user’s responsibility.
  • Published data may be affected by the periodic review process with the aim of raising the quality of open data and benefiting from it, and therefore the Human Resources Development Fund does not guarantee the continued availability of this data.
