A support mechanism that enables the launch of training programs in general skills and professional specialized skills in partnership with training agencies licensed by the concerned authorities, and is directed to job seekers and employees in the private sector, with the aim of raising the skills of the target groups and increasing their employment opportunities in the private sector and increasing their stability on the job, through Reducing the gap between the skills required in the job and the skills of the job seeker or employee.

Requirements for individuals to join the program:

  • Saudi nationality.
  • He must not be less than 18 years old.
  • To be registered on the Human Resources Development Fund website.
  • To be a job seeker, or to be an employee at work in the private sector (according to social insurance data)
  • Not be an active government employee (according to data from the Ministry of Human Resources and Social Development).
  • He should not have previously benefited from this program in accordance with the program support mechanism.
  • The eligibility of the individual benefiting from the program is not affected by the Fund's support in other programs.

 

Controls of the training authorities to join the program:

  • The training body must be licensed by the authorities authorized to accredit, or the training body must be one of the bodies in which the implementation of the training is among its organizational tasks.
  • The training programs must be accredited by the bodies authorized to accredit, or the training programs must be from the bodies whose organizational tasks include implementing the training.
  • Registering the trainee after obtaining a certificate of completion of the training program and documenting the certificate from the bodies authorized to accredit, or that the certificate of completion of the training program is from the bodies whose implementation of the training is among its organizational tasks.

No, the beneficiary cannot do so. The training program must be selected from a licensed training provider accredited by the authorized bodies, or training providers whose training execution is within their regulatory and authorized tasks listed in the Skills Development Product only. The Fund does not support training providers that are not listed in the Skills Development Product.

Multiple training methods have been incorporated into the "Maharāt" product to help the target audience acquire knowledge and skills. Two main methods of training have been used: remote training and classroom training.

A beneficiary can attend one training course in general skills and one training course in vocational skills. It is not possible to benefit from more than one training course in the same track.

The training provider must submit invoices for training costs to be disbursed through the fund's automated system before (90) ninety days have elapsed from the end date of the training

Due to technical challenges faced in developing the system, manual disbursement will be conducted for the second batch. Training providers participating will be contacted to provide them with a list of trainees who received the first batch of payments so that the disbursement procedures for the second batch can be completed. Afterwards, a rescheduling will be done for those who have not passed the test and obtained the certificate, so that both the first and second batches can be disbursed to them.

The beneficiary can evaluate the training course at the end of the training course through electronic surveys accessed via the electronic services of the Human Resources Development Fund.

The beneficiary in the training courses must commit to attending according to the specified time and duration, actively participate in activities and training tasks, complete all program requirements, and work to invest what has been acquired of knowledge and skills in the training courses and positively reflect it on performance during work.

The Fund supports training courses accredited by licensed training providers accredited by the authorized bodies, or training providers whose training execution is within their regulatory and authorized tasks listed in the Skills Development Product only. Your admission to the training program depends on the procedures of the training body and you can start with the training body after approval of your application for the training course, and the start date of the training is according to the date set by the training body during introducing you to the training program.

The training courses are implemented by training providers licensed by accredited bodies, or training entities for which conducting training is part of their regulatory duties. The training provider is responsible for delivering the training program and the quality of its content.

The training programs are carried out by the training entity licensed by the authorized accreditation bodies, or the training entities whose training implementation is among their organizational tasks, and the training entity is responsible for providing the training program and the quality of its contents. 

 After the training entity accepts the application to join the training program and the training program has started and the training program has not been attended to the training program, the beneficiary cannot benefit from the program again and is considered to have benefited from the program.

Beneficiaries can apply for more than one training course. However, upon acceptance into one program, all applications for other training courses will be cancelled.

The duration of the training courses depends on the training programs and their fields offered by the training provider. When applying for a training course on the portal, you can find out the duration of the training program.

The support includes one training course for the beneficiary in general skills and one training course in vocational skills, according to the training costs that do not exceed the maximum limit for each training course. The fund covers the training costs for training courses in general skills remotely up to a maximum of 1200 Riyals and for classroom training up to 2000 Riyals per trainee in the training course. It also supports training courses in vocational skills remotely up to a maximum of 1800 Riyals per month and classroom training up to 3000 Riyals per month per trainee in the training course. These courses are conducted by training providers licensed by accredited bodies or training entities for which conducting training is part of their regulatory duties. Their training courses are accredited in the Skills Product, and payments are made only to the training providers, not to the establishment or the trainee.

No fees are required to join the 'Maharat Product' or to enroll in any of its training courses.

It is required to have an effective IBAN bank account that matches the name of the training body. The bank account must be one of the banks licensed with the Central Bank of Saudi Arabia only, and no other bank account is accepted. The training body is responsible for updating the bank account if any modification occurs to it, and the IBAN bank account is added ( Through the electronic services of the Human Resources Development Fund (through the establishment file).

It requires that the training programs offered remotely be accredited by the National Center for E-learning. 

The training entity can submit invoices for the disbursement of training costs for each session per session on the automated system of the Fund no more than 3 times. 

When the invoice is rejected from the Fund and returned to the training authority for review, it must be submitted to the automated system of the Fund before (60) days from the date of rejection.

The training provider commits to ensuring that the individual's job field is compatible with the vocational training course.

The training courses in the Skills Program cover a wide range of different training fields in both general and vocational skills.

The Fund shall bear the costs of remote training up to a maximum of Sar 1,200 for the training program according to the hourly rate (SAR 30 per hour). The class training includes a maximum of SR 2000 for the training program according to the price of the training hour (SR 50 per hour), and the costs provided by the training authorities are studied by the Fund and the costs may be supported by less than the upper limit and as the Fund deems appropriate.

The training provider, when adding the training course, should ensure that the training cost does not include Value Added Tax (VAT), whether the course is in general skills or vocational skills, and whether the training method is classroom-based or remote. The training provider should also attach the VAT registration certificate and the General Authority for Zakat and Income certificate if available.

The Fund covers the costs of distance training up to a maximum of 1800 SAR per month (or 82 SAR per day), and in-classroom training up to a maximum of 3000 SAR per month (or 136 SAR per day). The costs provided by training providers are reviewed by the Fund, and support may be provided at amounts lower than the maximum based on what the Fund deems appropriate.

The minimum training hours per day for professional skills are 4 hours for remote training, and the minimum training hours per day for vocational skills are 5 hours for classroom training.

The maximum number of trainees per training course is 30 trainees, whether the training course is in general skills or Vocational Skills, and whether the training method is classroom or remote. 

Maharat Program targets two types of skills:

  1. General skills.
  2. Vocational Skills.

All eligible citizens in all regions of Saudi Arabia can benefit from the Skills Product, based on the availability of training courses offered by training providers.

All citizens who meet the eligibility requirements are entitled to enroll in the program and benefit from it.

  1. Preparing and developing job seekers with skills according to the needs of the labor market.
  2. Providing employers with qualified national human resources to work.
  3. Develop the skills of new employees to contribute to their stability on the job.

  • The training provider must be licensed by the authorized accreditation bodies, or the training provider must be one of the entities for which conducting training is part of its organizational duties.

     

  • The training courses must be accredited by the authorized accreditation bodies, or the training courses must be from entities for which conducting training is part of their organizational duties.

     

  • The trainee must be registered after obtaining a certificate of completion of the training program and have the certificate authenticated by the authorized accreditation bodies, or the certificate of completion must be from entities for which conducting training is part of their organizational duties.

  • Saudi nationality.

  • Be a job seeker, or be an employee on the job in the private sector (according to social insurance data).

  • The eligibility of an individual beneficiary of the program is not affected by the Fund's support in other programs.

The support provided by the Skills Product includes assistance in obtaining the accredited training certificate if the beneficiary is employed, or ensuring employment within a maximum of 3 months from the end of the training program. The Human Resources Development Fund covers the training costs for general skills programs for remote training up to 1200 SAR and for classroom training up to 2000 SAR per training program. It also supports professional skills programs for remote training up to 1800 SAR per month and for summer training up to 3000 SAR per month per training program.
