A track of the Employment Support Program provided by the Human Resources Development Fund. This track enables the private sector Establishments to benefit from the possibilities and Programs of the Human Resources Development Fund which support the training and employment of national cadres in the industrial sector, emanating from the sector localization initiative, which several government agencies are working on, with the aim of raising the rates of localization in the sector, stimulating industrial investments for growth, and achieving the goals of Vision 2030 in this field.

  1. Registration through the eservices of the Human Resources Development Fund.

  2. Log in with the establishment account on the Ministry of Human Resources.

  3. Choose the Employment Support Program - Industrial Track and agree to the terms.

  4. Add the establishment's IBAN.

  1. The applicant must be of Saudi nationality.
  2. The applicant's age must be between 18 and 60.
  3. The applicant must not be a student (according to Ministry of Education data).
  4. The applicant must not be a government employee, employer, retired government employee, or private sector employee.
  5. The applicant must not have exceeded the allowed support period, which is 24 months in any of the employment support programs.
  6. The break period must be according to the General Organization for Social Insurance data to join the program, which is 90 days from the last job.
  7. The applicant must be registered in the Social Insurance system of the same institution specified after 90 days and not exceeding 120 days, with disbursement for the following month after the support application date for the employment support program.
  8. The applicant must not be registered in any other institution in the Social Insurance system during the program application, or link in the support request.
  9. The applicant must be registered in the electronic services of the Human Resources Development Fund.
  10. The minimum wage must be 3200 Saudi Riyals, while the maximum wage is 15000 Saudi Riyals.
  11. The wage registered in the Social Insurance must be equal to or higher than the wage registered in the support application, not exceeding 15000 Saudi Riyals.
  12. Previous employment support programs are completed for those who have not completed 24 months and have not exceeded support three times. Registrants in programs (Incentive, Tumair, Qura, Wasool, Kidney Days Wash, Professional Certificates) can benefit from support in the program.

Yes. Registration is done using the username and password of the establishment's account in the Ministry of Human Resources and Social Development.

With the request for fast track support, the status of the job offer is canceled because it is not a requirement for the institution.

If the status of the support application is closed, it means that the support request has been approved and could not be adjusted.

Employee’s support by the establishment may be continued, after the eligibility cycle is completed, according to the conditions and requirements of the program, and also if the eligibility conditions are met.

The salary of the employee included in the support application may not be adjusted after being approved.

  1. Rapid Support Track: It enables the establishment to register employees and jobs if it already has their data without having to advertise jobs to hire them as rapid track employees, provided the establishment ensures all program requirements are met. At the end of the registration steps, employees who had not met any program requirements were automatically excluded. Those accepted would be verified at the end of the month for eligibility, and invoices would be issued afterward.
  2. Job Advertising Track: This process allows the establishment to post a job advertisement, and job seekers could apply for the job through the gateway. The recruitment process is completed by accepting or rejecting applicants, sending job offers, and registering them in social insurance. At the end of the month, HRDF verifies eligibility, and invoices are issued.

The automated system reads salary data from the date of registration in the insurance during its linking to the support request.

The registration shall be accurate according to the branches in each region, note that the Fund conducts inspection visits to establishments to verify the registered employees who are receiving support.

The Employment Support Initiative does not conflict with government support programs, and Saudi employees will receive support for a period of 24 months. However, if the establishment has already received support from the government for employment, then they would not be eligible to receive two types of support simultaneously.

The establishment may register an employee without his knowledge, and if the employee is registered in the support program, he would receive a text message and email explaining his addition to support application number... and the registration date.... As for the impact of the support on other programs in the future, the mechanism of support depends on the regulations of each program. 

Yes, the notification would be: 'Dear [employee's name], you have been added to a new support application number (**) in the Employment Support Program by [establishment name] on [date].

The support program does not include pensioners and they will not be accepted in the system.

Employees registered on the same establishment could not be supported in case they are ‎dismissed and their salaries are adjusted, since the program aims to support new ‎employment or those who have transferred from one establishment to another according to ‎the program's regulations.‎

Yes, because the establishment number in the gateway may differ from the one registered in ‎the social insurance system.‎

Yes, the employee will be excluded from the support due to any change in the form of the ‎establishment and the establishment could register the employee again in the program and ‎resume the support duration according to the program's regulations. ‎

Suspended establishments or those charged with refunds by HRDF  or the Ministry of ‎Human Resources and Social Development could not apply for the support program in ‎general until the violation they have is resolved. The support begins after the violation is ‎removed from the HRDF's system and may not be suspended or due retroactively.‎

The support aims to encourage the establishments and employees supported under the initiative to find job stability.

The establishment can add employees hired within 60 days of their registration with social insurance, and the payment will be from the date of their registration in the Employment Support Program. 

Support is targeted at the establishment only, the employee can benefit from the Fund's training programs and enablers. 

The Fund's support programs are targeted at the establishment based on its employment of Saudis and their continuity on duty.  

It includes the employee registered with full-time wages in social insurance and does not include those registered in the insurance of part-time work or remote work

No break period is required.

The support period is 24 months, and the age ranges from 18 to 60 years. 

The program is targeted at Saudi citizens only. 

The job title is not required to be identical to the social insurance, and the verification will be made by matching the salary and the name and number of the establishment in the social insurance.

The employee is not required to visit employment centers or Hadaf branches. They can register electronically in the eservices of the Human Resources Development Fund, and all data will be verified by the system.

The Industrial Track is one of the pathways within the Employment Support Program provided by the Human Resources Development Fund. This track enables private sector establishments to benefit from the capabilities and programs of the Human Resources Development Fund, which support the training and employment of national cadres in the industrial sector. It emanates from the Saudization initiative, which is led by several government entities with the aim of increasing the localization rates in the sector and stimulating industrial investments for growth, in alignment with the goals of Vision 2030 in this field.

The application must be submitted through the electronic services of the Human Resources Development Fund.

The application mechanism is standardized in the electronic services of the Human Resources Development Fund, and the application process was launched on February 1, 2021.

  1. The applicant must be of Saudi nationality.
  2. The applicant's age must be between 18 and 60.
  3. The applicant must not be a student (according to data from the Ministry of Education).
  4. The applicant must not be a government employee, employer, retired government employee, or private sector employee.
  5. The applicant must not have exceeded the allowed support period, which is 24 months in any of the employment support programs.
  6. The break period, according to the General Organization for Social Insurance data for joining the program, must be 90 days after the last job.
  7. The applicant must be registered in the Social Insurance System for the same designated establishment after 90 days, not exceeding 120 days, with disbursement for the following month after being added to the support request for the Employment Support Program.
  8. The applicant must not be registered in any other establishment in the Social Insurance during the application for the program, or linking in the support request.
  9. The applicant must be registered in the electronic services of the Human Resources Development Fund.
  10. The minimum wage must be 3200 Riyals, while the maximum wage is 15000 Riyals.
  11. The salary registered in the Social Insurance must equal or exceed the salary registered in the support request, not exceeding 15000 Riyals.
  12. Completion of previous employment support programs for those who have not completed 24 months and have not exceeded support three times is carried out. Registrants in (Hafiz, Tamheer, Qara'a, Wusul, Kidney Dialysis, Professional Certificates) programs can benefit from support in the program.

Support will not exceed SAR 3000 as a maximum. 

It will be affected in the event of a decrease. As for the increase, the support will continue on the same salary specified at the beginning of joining the program. 

The payment will be monthly. 

The payment procedures will be made automatically and no invoices will be raised or submitted by the establishment. 

Employment support cannot be given to those whose salaries are less than SAR 3,000 in social insurance. 

Adding a bank IBAN identical to the name of the establishment in the fund system, the payment procedures will be completed automatically and there is no action required from the establishment. 

At the 28th day of every calendar month.

The amount of support is provided through the program to private sector establishments in return for employment in accordance with the program’s conditions and has nothing to do with deductions by the establishment, except for the leave granted by the establishment to the employee without salary.

Through the establishment's account statement page on E-Services of HRDF.

The automated system issues the eligibility at the end of the 20th day of the calendar month for those employees added in the support application, and the automated system issues invoices, and the support will be deposited in the bank account of the establishment entered in the system on the 28th day of each calendar month, unless corresponding to an official holiday.

The support amount is deposited in the establishment bank account.

The support is based on the subscription wage registered in the social insurance and includes (basic + accommodation allowance).

The fixed support ratio is 30% up to 50% (if additional support ratios are due), with a maximum of SAR 3000

It covers factories with industrial licenses that benefit from support for the industrial track.

There are no professions excluded from support.

- Those who were previously supported along the entire period cannot be supported through a Fund program, and the support period for those who have not completed the period can be extended to 24 months.  

Yes, provided that the employee's insurance status is (inactive), through applying to join the support at the second establishment through which the support is to be completed. If the conditions are met, the employee will be supported for the complementary period, and the new establishment will be notified of the complementary support period. 

Yes, those whose data were registered in Saudization Growth Support and part-time programs will be allowed to apply for jobs in the new support program.

The female employee beneficiary of the empowerment programs (Qurrah, Wusool) can benefit from the support program. 

Yes, those who benefited from these programs can benefit from the program. 

An employee cannot be supported on more than one program at the same time, except for the following programs:

  • Subsidizing the wage of dialysis days Program.
  • Childcare Support Program (Qurrah).
  • Transportation Support Program (Wusool).
  •  Professional Certificate Program.

Previously supported beneficiaries who obtained the entire period through a Fund support program will not be supported again, but the remaining period can be completed. 

The current support is not affected by any support decisions issued by other authorities, and the Fund can suspend the current support along the period of any other support so that the establishments can benefit from the maximum amount of support, then the Fund will resume supporting the same employee until the support period is completed for 24 months. 

Yes, the period of suspension shall be 90 days from the last job registered in the insurance.

Establishments are required to register for the electronic services of the Human Resources Development Fund if they have an account with the Ministry of Human Resources and Social Development. They can register using the same username and password. After that, they should complete the registration by following these steps:

  1. The establishment logs into the Employment Support Program.
  2. The establishment electronically agrees to the terms and conditions.
  3. The establishment specifies the name of the bank.
  4. The establishment adds its IBAN.
