Compensation for professional certificate costs can be requested if the following eligibility conditions are met:

  • The beneficiary must be a Saudi citizen (man or woman) working in public or private sector or a job seeker.
  • The certificate must be certified by the Human Resources Development Fund
  • The date of obtaining the certificate must be after the date of certification at "Professional Certificates Support program ".
  • The applicant acknowledges that his employer did not pay for the certification obtained.
  • Claim for compensation shall not exceed two certificates per capita
  • The professional certificate shall be valid and not expired. The date of certification shall not exceed six months
  • The Fund shall not incur certificate fees, whether compulsory or not.
  • The accredited certificate shall not be attached to any receipts for membership fees.

It is a program provided by the Human Resources Development Fund (HRDF) to encourage and motivate the national workforce, business organizations and job seekers to obtain certified professional certificates in order to develop their skills and expertise in the specialized fields required in the labour market.

The professional certificate is an certified way to demonstrate the level and professional skill of the individual in the labour market to take selection, appointment, promotion and future career development decisions, as well as developing his skills and expertise in the specialized and required fields in the labour market.

Compensation will be provided to any citizen who is keen to develop his/her skills and who has a professional certificate, whether employed by the government or private sector or job seeker, after the date of launching the program, and that the professional certificate does not exceed 6 months from the date of its issuance according to the approved certificate list.

Compensation for professional certificate costs may be sought if the following eligibility conditions are met:

  • The beneficiary shall be a citizen (male or female), whether working in the public or private sector, or a job seeker.
  • The certificate shall be included in the certificates approved by the Human Resources Development Fund.
  • The date of obtaining the certificate shall be after the date of certificate approval in the programme "Professional Certificates Support".
  • The applicant declares that his/her employer has not paid for the certificate costs obtained.
  • The claim for compensation shall not exceed more than two certificates per person.
  • The professional certificate shall be valid and not, expired, so that the date of the certificate approval shall not exceed six months.
  • The Fund does not incur the costs of membership fees whether they are compulsory for certificate or not.
  • Not to attach any membership fees invoices for any approved certificate.

Only two certificates is the maximum limit to obtain the cost support from the Fund.

The Fund shall compensate the beneficiaries financially by depositing costs directly to the account of the beneficiary by the IBAN registered in the E-services of HRDF.

The approval process goes through several stages to review the application, verify the validity of the certificate, and check the attached invoices. Compensation is issued upon completion of these steps. The time required for eligibility assessment and payment is 40 business days from the date of submission and completion of all requirements.

Yes, the compensation shall be made  if the beneficiary receives one of the certificates approved by the "Hadaf", and receives them prior to the date of issuance exceeded 6 months.

The beneficiary is compensated only for certificates approved in the program, which the date of theirs issuance did not exceed 6 months.

Yes, compensation is made for professional certificate without requiring prior training.

You can get acquainted with the latest certificates approved by the following:

  1. Review the program page on the main website of Human Resources Development Fund (HRDF) "Hadaf".
  2. Review the (Professional Certificates Support) page in the E-services of HRDF.

No, the list is changeable in the future according to the needs of the labour market.

If you are a fellowship holder and wish you to receive compensation, you can apply for a fellowship certificate and upload the certificate as a proof. If you wish  partial compensation after passing a fellowship subject, compensation is not made because it is only provided for the fellowship certificate.

In the program page in the E-services HRDF, then select the certificate obtained.

Yes, there is a written acknowledgement form for approval of the verification requested from the verification body, and it shall be attached with the certificate at the time of upload.

The beneficiary of the professional certificate has the right to register to request compensation for its costs.

Submission of reminder within 18 months after registration is automatic, and will stop after the certificate is uploaded on the registration website.

Compensation is made at a fixed cost for each professional certificate. Concerning the cost of the training certificate, compensation will be made for the beneficiary for the same amount paid by the beneficiary by not exceeding the amount specified by the Fund, provided that the payment receipt is attached. An illustrative example: if the amount of the training certificate was paid by the applicant at 2,000 Riyals and the maximum amount of compensation is 3,000 Riyals= the compensation is made by 2,000 Riyals.
Another illustrative example: if the training certificate amount is paid by the applicant for 5,000 Riyals, and the maximum amount of compensation is 3,000 Riyals= the compensation is made by 3,000 Riyals.

Using this program does not affect the eligibility of the beneficiary for other support programs provided by HRDF "Hadaf".

Please make sure that the size of the certificate does not exceed 5 MB, and when you face any other problem while you are sure that all the conditions are met, please contact the representatives of the customer service (8001222030).

When accessing the application there is a complaint box through which the complaint can be filed.

As the customer has affirmed that the reason for the rejection is not valid, he can object through his personal page at TAQAT.

  1. If the rejection to the result of a application for support, the rejection is filed on the same page of the application.
  2. If the rejection to the result of the previous rejection, a complaint is filed through your personal page in  E-Services of HRDF, and whenever the need arises to attach documents, they are sent to the program mail (Prof.certificate@hrdf.org.sa).

When applying for compensation for professional certificates, note the following:

  • Ensuring that all required documents available are attached to the box allocated for each attachment.
  • Ensuring that the letter of authorization is attached after it is filled in and signed.
  • The attachments are clear in all respects so that they do not contain unclear texts or incomplete aspects, and it is necessary to ensure that the limits of the image are maintained without more than an imaging area "full document". 
  • The program accepts making payment through the attached official invoices, and bank statements and the like will not replace the invoice.
  • Ensuring that the attached invoices are official, attaching the invoices not certified by a logo or stamp, as well as taken as a copy of an email or an e-browser, the application may be rejected substantially.
  • Ensuring that the amount specified for compensation through the list of certificates approved on the program page, and applying the insertion of the training value and the test value in the application as described in the list as an example:
    • CIT Skills Certificate; the ceiling of compensation for training is (1300) Riyals, and the maximum test compensation limit is (1200) Riyals, while invoices proving the amount of the training and the amount of the test are provided individually, the total amount of the training described in the training invoices is inserted in the training amount box and the test invoices are shown in the test box. If the available invoices are not detailed, the invoices reference needs to be reviewed. "Training Center" for obtaining a notice showing the amount of the training and the value of the test and attached to the invoices.
    • (Saudi Authority of Chartered Accountants fellowship certificate) The maximum amount of compensation for test costs is 20,000 Riyals, where there is no application for details, the total value of the invoices is inserted in the test box and the value inserted in the training box (0.0) Riyals. This applies to all invoices showing the maximum amount of compensation without specifying the training and testing details.

The method approved for transferring the amount if the customer obtained the certificate from an institute outside the Kingdom is (the exchange rate approved by the Central Bank is inserted as of the date the customer’s invoice is issued).

The authority authorized to verify the validity of the professional certificates provided is Prince Sattam bin Abdulaziz University, as this authority verifies the validity of the professional certificates submitted within the beneficiary’s request for support in the professional certificate support program.

Support Mechanism

  • The fund compensates beneficiaries financially for training costs and examination fees, after obtaining the professional certificate, according to the following steps:
  • Create an account on the National Labor Gateway "Taqat", then submit the application through the program's page for supporting professional certificates.
  • Electronically acknowledge acceptance of the program's terms and conditions, and sign the approval for verification of the certificate's authenticity by the fund or its authorized representative.
    Submit the claim through the automated system, attaching copies of the professional certificate and invoices for the costs incurred.
  • Transfer the certificate costs directly to the individual's bank account using their International Bank Account Number (IBAN).
  • The eligibility study period is 40 days from the date of application to the program.
  • The disbursement date is 40 working days from the date of application if all requirements are met.
