And Libyan Counterpart Boost Cooperation and Share Experiences

Mr. Firas bin Abdulaziz Abu Al-Khail, Deputy General Manager of the Human Resources Development Fund, met with Mr. Fayez Ali Bouamran, Chairman of the Board of Directors of the Human Resources Development Fund at the Libyan Ministry of Labor and Rehabilitation, along with the accompanying delegation, at the Fund's headquarters in Riyadh. The meeting was attended by several officials from the Fund.

The visit of the Libyan Fund delegation aims to familiarize themselves with the Human Resources Development Fund and its role in empowering and sustaining the workforce in the labor market. It also aims to review the successful transformation journey of the Fund, resulting in a new strategy, various programs, and products, in addition to exchanging experiences.

At the beginning of the meeting, Mr. Firas Abu Al-Khail, Deputy General Manager of the Human Resources Development Fund for Business, welcomed the Chairman of the Libyan Fund and the accompanying delegation, affirming the Fund's keenness to enhance cooperation and exchange experiences between the two sides in the field of human capital development. He emphasized the importance of keeping pace with the capabilities and skills of the private sector, reflecting positively on the growth and prosperity of the labor market in both countries.

Mr. Abu Al-Khail, the Deputy General Manager of the Fund, pointed out the comprehensive transformation journey that the Fund has undergone, stemming from the activation of its new strategy in 2022, which integrates and aligns with partners in the public and private sectors. He explained that it aims to achieve three main goals: enhancing the development of national human capital to meet the requirements of the evolving labor market, improving the alignment between supply and demand in the labor market, and enabling employment and its sustainability in the private sector.

He added that the strategy considered redesigning programs to become 8 developed and focused programs, including products designed to meet the needs of beneficiaries and provide a comprehensive beneficiary experience. Additionally, it aims to make the Fund digitally enabled through digital transformation and to build the National Observatory to be the main and trusted source of data and insights on the labor market in the Kingdom, achieving sustainable growth through research and behavioral interventions.

During the meeting, the Deputy General Manager of the Fund highlighted the efforts of the Fund in enhancing promising sectoral development partnerships in cooperation with partners. He also discussed the role of the National Employment Platform (Jadarat) in empowering job seekers and integrating them into the labor market. He affirmed the Fund's commitment to providing high-quality programs and products to its beneficiaries, aiming to achieve their satisfaction and recognizing its efforts in this field, which recently led to obtaining ISO certificates in Quality Management System 9001 and in customer satisfaction and service.

On his part, the Chairman of the Libyan Fund's Board of Directors confirmed that this visit stems from their keenness to exchange experiences in the field of human capital development and to benefit from them in empowering and sustaining national cadres in the labor market. This, in turn, reflects positively on empowering the workforce and the labor market in both countries.
