QURRAH Program
  1. HRDF contributes with 80 % of the children hospitality cost which represents SR 800 per month as maximum for each child.
  2. Subsidy Duration: until the child reaches the age of six years old.
  3. The financial subsidy decrease gradually as the following:
  • The first year: the coverage rate is 800 per child.
  • The second year: the coverage rate 600 per child.
  • The third year: the coverage rate is 500 per child.
  • The fourth year: the coverage rate is 400 per child.

   4. The evaluation eligibilty period will be immediate,  and the payement date will be on a monthly basis .

  1. Beneficiary must be Saudi national.
  2. The monthly wage should not exceed SR 8,000.
  3. The female applicant should be working in the private sector, and registered in the General Organization for Social Insurance (GOSI).
  4. The child's age should range from newborn to six years old.
  5. The subsidy is provided for only two children as maximum for each female beneficiary.

Working Woman Registration:

  1. Go to QURRAH Portal and log in or create an account.
  2. Go to TAQAT Portal and Log in or create an account then apply to QURRAH program.
  3. TAQAT Portal will check eligibly of the beneficiary by General Organization for Social Insurance (GOSI).
  4. After verifying the beneficiary's eligibility, go back to QURRAH Portal and complete the beneficiary and children registration.
  5. Choose an approved child care center from the list.
  6. Choose a desired service.
  7. Visiting the center to pay the fees after deducting the subsidy amount.

Childcare Center Registration:

  1. Go to QURRAH Portal and log in or create an account.
  2. Select "Register as Childcare center".
  3. Enter the User name and Password for your account in Ministry of Labor and Social Development.
  4. Fill the required information.
  5. Attach the required documents.

What is QURRAH program?

It is an initiative launched by the HRDF to provide support to the Saudi working women in order to enable them join the labor market and achieve sustainability in it while feeling reassurance regarding the care provided to their children through registering them in the licensed children's hospitality service. 

What is the type of subsidy provided?

It is a financial subsidy provided by the HRDF where it bears a percentage of the bill, with an amount of SR 800 as maximum on a monthly basis, until the child reaches the age of 6 years old. 

The financial subsidy decrease gradually as the following:

  1. The first year: the coverage rate is 800 per child.
  2. The second year: the coverage rate is 600 per child.
  3. The third year: the coverage rate is 500 per child.
  4. The fourth year: the coverage rate is 400 per child.

Does the program cover all the regions in K.S.A?

Yes, the program covers all the centers licensed and registered in the QURRAH portal in all the regions of K.S.A.

Is there a maximum limit of the total subscriptions for the General Organization for Social Insurance GOSI?

No, the only condition is to be on-the- job.

What is the aim of the gradual decreasing of the subsidy?

The mothers' subsidy program aims to partially lighten the burden of the cost of the hospitality centers in order to let the working mothers to settle in the labor market. The program has been designed to gradually rehabilitate the working women to bear the total cost upon program’s end, by easing burdens on the female beneficiary.

What are the needed steps by the mothers to register in QURRAH program?

  1. Go to QURRAH Portal and log in or create an account.
  2. Go to TAQAT Portal and Log in or create an account then apply to QURRAH program.

You can ask that center to register in QURRAH portal, on condition that the center has a license from the MLSD or the Ministry of Education

  1. Go to QURRAH Portal and log in or create an account.
  2. Select "Register as Childcare center".
  3. Enter the User name and Password for your account in Ministry of Labor and Social Development.
  4. Fill the required information.
  5. Attach the required documents.

What are the required conditions for the hospitality centers that are interested in providing their services within the domain of QURRAH program?

  1. Those centers must have a license from the "MLSD" or by the Ministry of Education.
  2.   They must have commercial registries.
  3.   They should register in QURRAH portal and provide information about their services and the prices of providing those services.
  4.   They should sign an agreement with Takamol Holding Company.

Will the mother be subsidized by paying the total bill?

No, only a certain percentage of the total bill will be paid and in a gradual decreasing manner as the following:

  1.   The first year: the coverage rate is 80 % with a maximum limit of SR 800 per child.
  2.    The second year: the coverage rate is 60 % with a maximum limit of SR 800 per child.
  3.    The third year: the coverage rate is 50 % with a maximum limit of SR 800 per child.
  4.     The fourth year: the coverage rate is 40 % with a maximum limit of SR 800 per child.

Illustrative Example:

The monthly cost of the center is SR 1000:

  1.  The first year: SR 800 (80 % of the cost, with a maximum limit of SR 800) + SR 200 (the mother's contribution).
  2.  The second year: SR 600 (60 % of the cost, with a maximum limit of SR 800) + SR 200 (the mother's contribution) + SR 200 (the balance of the cost).
  3.  The third year: SR 500 (50 % of the cost, with a maximum limit of SR 800) + SR 200 (the mother's contribution) + SR 300 (the balance of the cost).
  4. The fourth year: SR 400 (40 % of the cost, with a maximum limit of SR 800) + SR 200 (the mother's contribution) + SR 400 (the balance of the cost).

The monthly cost of the center is SR 2000:

  1. The first year: SR 800 (80 % of the cost, with a maximum limit of SR 800) + SR 200 (the mother's contribution) + SR 1000 (the balance of the cost).
  2. The second year: SR 800 (60 % of the cost, with a maximum limit of SR 800) + SR 200 (the mother's contribution) + SR 1000 (the balance of the cost).
  3. The third year: SR 800 (50 % of the cost, with a maximum limit of SR 800) + SR 200 (the mother's contribution) + SR 1000 (the balance of the cost).
  4. The fourth year: SR 800 (40 % of the cost, with a maximum limit of SR 800) + SR 200 (the mother's contribution) + SR 1000 (the balance of the cost).

Does the subsidy includes the private sector and the government sector?

No, the subsidy includes the private sector's laborers only, who are registered in the General Organization for Social Insurance.

Is the mother obliged to pay certain amounts of money?

Yes, the mother should pay an initial contribution with the amount of (SR 200) in addition to any other amounts of money exceeding 80 % or the amount of SR 800, which is borne by the HRDF.

Will the subsidy amount be deposited in the female subscriber's bank account?

No, the subsidy amount will be deposited on the centers' accounts, and then the centers deduct the subsidy amount from the total cost of the center (in accordance with the agreement concluded with centers).

When does the mother receive the subsidy after completing the registration?

If the mother registered and has been accepted in QURRAH Portal before the 7th of the Gregorian month, she would deserve the subsidy in the same month of the registration. However, if she registered after the 7th of the Gregorian month then she would deserve the subsidy the next month.

An illustrative Example:

  1.  If the mother registered in QURRAH Portal on 8 January, she would deserve the subsidy in February.
  2.   If the mother registered in QURRAH Portal on 7 January, she would deserve the subsidy in February.
  3.   If the mother registered in QURRAH Portal on 6 January, she would deserve the subsidy in January.

What happens in case the center has not deducted the subsidy from the total cost of the bill?

The mother submits a complaint through the “Contact us” form in QURRAH Portal.

Some centers are not billed monthly (every 4 months, yearly, weekly...). How is the calculation of the subsidy in this case?

The program aims to support the working mother, which requires the verification of their eligibility on a monthly basis. Thus, the billing must be monthly, as well.

Does the service need to be registered through QURRAH Portal to benefit from the financial subsidy?

Yes, the service must be registered through QURRAH Portal.

Can I register the service of the center for 3 consecutive months?

No, you must log in to QURRAH Portal and register the service every month.

What is the maximum limit for the duration of subsidy?

The maximum duration in which the mother can benefit from the subsidy is only 4years for two children as maximum.

Is the subsidy calculated for 4 years?

Yes, in accordance with the child's age starting from the new born child until reaching 4 years old.

How many children can receive subsidy for each one mother?

The subsidy is provided for only two children per a mother.

Is subsidizing 80 % from the monthly cost (with a maximum limit of SR 800 per month) for one child? Or 80 % from the monthly cost for two children (with a maximum amount of SR 800 per month)?

The amount of subsidy is calculated as 80 % from the cost of each child (with a maximum limit of SR 800 per month) with a maximum limit of two children only.

An illustrative Example:

  1. The first child’s cost is SR 1500 per month whereas the second child's cost is SR 1000 per month.
  2. 80 % is calculated from the first child's cost (with a maximum limit of SR 800 per month) and 80 % of the second child's cost (with a maximum limit of SR 800per month).
  3. The total subsidy of the two children is SR 1600 per month.

Can the mother benefit from the subsidy for two children at the same time?

Yes, since the conditions are met, the mother can benefit from the subsidy of two children at the same time on condition that the period between the subsidy's start and end is 4 years, which is the maximum total period for one beneficiary

In case of providing the mother with the subsidy for one child for 4 years period and then the mother wanted to get a subsidy for another child for another 4 years period. Does she have the right to do so?

No, she does not have the right to do so because the whole period of subsidy provided for the mother whether for one child or two children cannot exceed 4 years.

How is the subsidy obtained?

The center submits the monthly bills to the QURRAH program team demonstrated on them (the bills) the ratio borne by the mother and the percentage covered by the subsidy in addition to the children attendance sheet. The subsidy is paid directly to the center and the mother is notified.

What the reasons for suspending the female beneficiary's subsidy?

  1. If the female beneficiary quitted the General Organization for Social Insurance GOSI.
  2. If the age of the subsidized child exceeded 4 years old.
  3. Violating the terms and conditions of the service.

In case the subscriber is in her annual leave, can she benefit from the subsidy?

Yes, she can benefit from the subsidy during her annual leave.

Does the 4 years subsidy period include the official vacations of the center (Eid alfitr holiday, Eid aladha holiday, mid-year vacation, Summer vacation)?

No, the center should inform the program team with the times of the vacations. The mother has the right to suspend the subsidy temporarily, or to continue in another center after informing the program team and registering in the new center via QURRAH Portal

Can the mother benefit from the subsidy sporadically?

Yes, since the conditions have been met, provided that the total years of benefiting from the subsidy should not exceed 4 years.

In case the subsidy has been suspended because of the mother's resignation although that mother has not fulfilled the whole subsidy period, does that mother have the right to apply again for the subsidy if she returned to be on-the-job?

Yes, if the mother met the conditions and did not complete 4 years then she can apply for the program via QURRAH Portal.

In case of changing the employer, does the subsidy continue?

Yes, it does if the mother meets the required conditions to join the program taking in consideration the previous subsidy period.

An illustrative Example:

  1.  A mother who has benefited from the subsidy for one year then she changed the employer (with a monthly SR 800 or less).
  2.  The one year period will be deducted from the maximum period during which the mother can benefit from the subsidy (4 years).
  3. On this basis, the mother has the right to benefit from subsidy for a 3 years period with the new employer.

In case of changing the subsidized mother's employer, what are the required procedures?

The data will be updated automatically on TAQAT the National Labor Portal because it is connected to the GOSI.

In case the mother has resigned and moved to another company or employer and directly registered in the General Organization for Social Insurance by the new company or employer, can she continue to benefit from the subsidy?

Yes, the subscriber can continue receiving the financial subsidy that will not be suspended since she is registered in General Organization for Social Insurance GOSI.
